With many new technologies, incompatible adhoc solutions evolve and create problems not only for users, but also developers. Interoperability, or lack thereof, is what drives standardization. In fields where interoperability is absolutely essential, this happens quickly through standards processes with participation by the manufacturers. In terms of RAW file formats, interoperability is not essential but it is desirable and the push for standardizing will grow stronger and stronger with time as users come to value a universal solution.
Documentation of existing raw formats is a step in the right direction, but the ultimate solution is to have a framework/format which allows one standard to replace all manufacturers proprietary raw formats, similar to what Adobe is doing with DNG. Users should rally to apply pressure to the manufacturers to adopt such solutions to make this happen sooner rather than later, and without a divergence of competing adhoc standards.
